If you are a health professional working in or with countries in crisis, working as health personnel in government institutions, NGOs, UN agencies and humanitarian organisations or as an independent consultant, then this course is intended for you.

While disease outbreaks or high mortality rates must be the short-term focus in many fragile and conflict-affected environments, it is imperative to start planning for the transition to the longer term development of the health system. This dual focus requires addressing the short-term and long-term needs of a fragile state’s health system. How to address these needs? What is the role of the donor agencies in rebuilding resilient health systems? This course explores potential answers, looking critically at what might be seen as best practices from a variety of fragile contexts, in order to equip participants with a set of practical tools to rebuild resilient health systems.

This course can be followed independently or as part of the Master in Public Health, track in Health Systems in Fragile and Conflict-affected Environments or as advanced module in the Master in International Health.

Objectives

At the end of this course participants will be able to:

  • Discuss Analyse short and long term adaptations to the health systemapproaches for health services delivery aiming to address the health needs of populations living in fragile and conflict affected environments
  • Develop evidence-based arguments to influence the agenda of key health sector players
  • Develop effective health strategies and plans for fragile and conflict affected environments with emphasis on the transition phase between the acute crises and the longer-term development stage
  • Appreciate and be able to influence the agendas of key health sector players

Course Content

The following subjects are covered during the course:

  • Transition process from acute crises to the longer-term development phase
  • Health needs and health systems adaptations according to the post-crisis phase (acute, transition, development)
  • Resilience factors contributing to secure accessible and effective health care services
  • Role of the community in rebuilding the health system Elements and dynamics of a policy process
  • Policy cycle (with focus on the development, implementation and evaluation stages)
  • Health planning
  • Effectiveness, accessibility, and equity related to health service provision

Learning methods

This course consists of lectures, interactive discussions, exercises and case studies, group discussions building on participants experiences with the respective topics and issues.
